HS heading 1202 covers groundnuts (peanuts) that are not roasted or otherwise cooked, shelled or not. In 2025 the Netherlands declared the largest imports, about 567 million USD, followed by Indonesia and Mexico. For an exporter from Spain, demand is spread across Europe, Asia and the Americas, so the destination decides tariff and requirements.

What to know before exporting groundnuts under heading 1202

Heading 1202 belongs to chapter 12 of the Harmonized System and has five subheadings. The goods covered are groundnuts that are raw: not roasted and not otherwise cooked. They may be in shell or shelled, whole or broken. Roasted or prepared peanuts are classified elsewhere, so check the state of your product before choosing the code.

The five subheadings matter more than the heading. In general they separate in-shell from shelled groundnuts, and some countries add further national subdivisions. Tariff, quotas and statistical reporting are applied at that more detailed level, so classify your product down to the subheading your destination uses.

The table above shows who imports most, not where an exporter from Spain will find it easiest to sell. Several top importers are in the European Union, such as the Netherlands, Germany, Poland, Italy and France. For a company exporting from Spain, shipments to other EU member states move within the single market and do not carry customs duties. Exports to the rest of the markets listed do.

For destinations outside the EU, the duty depends on the subheading, the destination country and any trade agreement in force between it and the EU. The rate applicable to your shipment is looked up for each destination in Access2Markets, the European Commission tool for exporters, entering the code and the country.

Raw groundnuts are an agricultural food product, so expect sanitary and plant-health checks. Typical subjects are certificates, contaminant limits and labelling, but which ones apply, and their limits, vary by destination. Check them with the destination's import authority and through the same Access2Markets entry before you quote a price.

Import figures are declared by each importing country and reported with a delay. Treat the ranking as a guide to where volume exists in 2025, and confirm it against the latest consolidated data in UN Comtrade before building a market plan.

Frequently asked questions

What products does HS 1202 cover?

HS 1202 covers groundnuts (peanuts) that are not roasted or otherwise cooked, whether in shell or shelled, whole or broken. Roasted, cooked or otherwise prepared peanuts fall under other headings.

Which countries import the most groundnuts under 1202?

In 2025, according to UN Comtrade, the largest declared importer was the Netherlands with about 567 million USD, followed by Indonesia (about 324 million USD) and Mexico (about 266 million USD). Germany and China complete the top five.

Do I pay customs duty when selling groundnuts from Spain to another EU country?

No. Goods moving between EU member states circulate within the single market without customs duties. Duties apply to exports to non-EU countries such as Indonesia, Mexico, Canada or the United Kingdom, where the rate depends on the subheading and on the applicable trade agreement.

Where do I find the duty for my destination country?

Use Access2Markets, the European Commission tool for exporters. Enter the product code and the destination country, and it shows the duty, the applicable agreement and the product requirements. Enter the full subheading, because the duty is set at that level.

Is the import ranking the same as the best market for my company?

No. The ranking shows total imports declared by each country from the world, not what is accessible to a supplier from Spain. Access conditions, competing origins, requirements and logistics change the picture, so use the ranking to build a shortlist and then check each market.
