The Spanish Tax Agency (AEAT) will change the electronic certificate of its online portal on 16 November 2026. If your agent, freight forwarder or company files export declarations with software connected to AEAT services, check that it will keep working. The notice gives no technical steps: it refers to the Developers Portal.

What the AEAT has announced

On 23 October 2026 the Spanish Tax Agency published, in its customs news section, a notice about renewing the electronic certificate of its online portal. The change is scheduled for 16 November 2026.

The notice recommends that organisations and companies with applications that use AEAT services follow the official announcement on the Developers Portal and subscribe to its RSS news feed. It does not describe the technical details of the new certificate or the changes applications must make.

Who is affected

The notice is aimed at anyone with applications connected to AEAT services: customs agents, freight forwarders, advisory firms and companies with their own system. If you file declarations through a third party, the question is for them.

In general, when a service changes the certificate it identifies itself with, programs that connect to it and keep a copy of the previous one may stop recognising it. The AEAT does not say this will happen, but it is the reason behind its recommendation to follow the announcement.

Other customs notices worth keeping at hand

The notice of 22 September creates additional code 1255, which must be declared in the supporting documents box of both the H1 and the export declaration. It adapts to the formalities of the EU-UK agreement on Gibraltar the situation of goods that were linked to special regimes in Gibraltar before 15 July 2026. It only matters if your goods are in that situation.

The changes of 1 November to the H7 declaration, with product identifiers and mandatory validations from that date, concern low-value shipments entering the EU. They do not affect your exports.

On 28 October the AEAT published revision 1.21 of the NCTS6 transit web services guide, of interest to anyone moving goods under transit.

Why check before the 16th

An export declaration that cannot be filed delays the departure of the goods, and a delay can mean demurrage and storage charges at the port or warehouse. The AEAT has not announced any service interruptions, only the certificate change.

The advice is practical: ask beforehand, not on the day. Having the shipment data ready in advance gives you room if an incident has to be resolved.

What to do before 16 November

  1. 01

    Identify who files your declarations

Agent, freight forwarder, advisory firm or your own team: the question is for whoever deals with the AEAT.

  2. 02

    Ask about their software

Find out whether it connects to AEAT services and whether its provider has communicated the certificate change.

  3. 03

    Subscribe to the news

The AEAT invites you to subscribe to its customs news RSS feed. If you have your own system, also follow the Developers Portal.

  4. 04

    Check your shipping calendar

If you have a shipment leaving around 16 November, confirm in advance that filing the declaration is working.

  5. 05

    Have an alternative contact

Note whom to call if there is an incident on the day, with the shipment data at hand.

The AEAT will renew the electronic certificate of its online portal. The notice gives no further detail and refers to the AEAT Developers Portal.

Do I need to do anything if my agent files my declarations?

The notice is aimed at organisations and companies with applications that use AEAT services. If your agent or forwarder uses its own software, ask whether they have planned for the change.

What is code 1255?

It is an additional code that must be declared in the supporting documents box of the H1 and the export declaration, for goods linked to special regimes in Gibraltar before 15 July 2026.

Where can I follow customs news?
