On 30 October 2026 the European Commission opened a safeguard investigation into certain new hybrid vehicles imported into the EU. Producers, importers and exporters have 21 days from publication of the notice in the EU Official Journal to answer the questionnaire, submit evidence or request a hearing. A measure follows only if serious injury to EU industry is shown.

What has happened

The European Union opened a safeguard investigation into certain new hybrid vehicles on 30 October 2026. The same day it notified the opening to the WTO Committee on Safeguards under reference G/SG/N/6/EU/4. The WTO published the item on 2 November.

A safeguard is a temporary trade defence measure that limits imports of a product when their increase causes, or threatens to cause, serious injury to the domestic industry of the country applying it. It is allowed only if the investigation shows that injury.

The case is handled by the European Commission's Directorate-General for Trade and Economic Security (Directorate G, unit G5).

Who is affected

It affects anyone selling new hybrid vehicles into the EU from outside the EU, and their importers and dealers inside it. A safeguard applies, in principle, to imports of the product regardless of origin.

For a company exporting from Spain to another EU country nothing changes: selling within the single market is not importing. A supplier of components or services whose customer depends on this type of vehicle may feel it.

The WTO note does not give the customs codes of the product. The exact definition is in the investigation notice, and it should be read before assuming your goods are in or out.

Deadlines and what to do

EU producers, their associations, importers and dealers must return the questionnaire within 21 days of publication of the notice in the EU Official Journal. The questionnaires are on the Directorate-General for Trade website.

Exporting producers, importers, distributors, their associations and representatives of third countries may send written views and evidence within the same period. They may also request a hearing with the investigation services in writing.

The WTO does not state the publication date of the notice. The first step is to find it and count the 21 days from there.

Five steps to get ready

  1. 01

    Find the notice

Look for the opening notice in the EU Official Journal and note its publication date: the 21 days run from it.

  2. 02

    Check the product

Read the product definition and compare its codes with your goods before deciding whether you are affected.

  3. 03

    Gather your data

Prepare your volumes, prices and EU customers for recent years so you can answer with your own figures.

  4. 04

    Reply in writing

Send the questionnaire or your comments within the deadline and ask for a hearing if you want to present your case.

  5. 05

    Tell your buyers

Explain what is being investigated and when you will know more, so they do not hear it from someone else.

How Exporta helps

With Exporta you can consult the market report for the EU for your product, with tariffs, demand and competition, and so measure how much that destination weighs in your sales.

With Find customers you locate importers and distributors in the sector in other markets, so you do not depend on a single destination while the measure is decided. Xport, the assistant, helps you prepare those searches.

What is a safeguard investigation?

It is a procedure in which a country checks whether an increase in imports of a product is causing serious injury to its industry. If it finds so, it may temporarily limit those imports.

Is there already a tariff or quota on hybrids?

No. The investigation opened on 30 October 2026, and a measure is allowed only if serious injury is shown. Until then there is no measure.

How long is there to take part?

Twenty-one days from publication of the notice in the EU Official Journal, for questionnaires, written submissions and the hearing request alike.

Does it affect an SME exporting from Spain to France or Germany?

No. Sales between EU countries are not imports. The safeguard looks at vehicles arriving in the EU from third countries.
