From 1 November 2026 the exit ticket no longer suffices in Peru to move foreign goods from the port to the warehouse. What to do.

From 1 November 2026, in Peru the port exit ticket no longer suffices to move foreign goods without release to the customs warehouse: an electronic dispatch guide (guía de remisión) is required. The rule comes from SUNAT and binds whoever receives your cargo, but a wrong data point can hold up your container. Coordinate with your importer and their customs agent.

What changes on 1 November
Until 31 October 2026, the transfer of foreign goods from the port terminals of Callao, Paita, Salaverry, Chimbote, Pisco, Ilo, Matarani and Chancay to a customs warehouse, or to premises temporarily treated as a primary zone, could be supported by the exit ticket issued by the port administrator.
From 1 November 2026 that exception disappears: sub-paragraph 3.2.9.1 of the Payment Documents Regulation is repealed. The guía de remisión becomes the only document that supports the transfer of goods in a primary zone without customs destination or without release.
SUNAT had scheduled the repeal for 1 July 2026. Resolution 000124-2026, signed on 26 June, postponed the date so that electronic issuers could adapt their systems.

Which new documents and data appear
Resolution 000108-2026, signed on 29 May and in force since 1 June 2026, redesigns the sender's dispatch guide for this leg. It adds as a related document the Port Terminal Appointment or Cargo Delivery Order, the document the terminal generates when scheduling the pick-up and which records data on the carrier, the vehicle and the containers.
It also defines block containers: two or more containers whose removal is authorised by a single appointment or delivery order, when the foreign goods have no customs destination or release. In that case the guide states the appointment number.
It adds the start date of the transfer when transport is public and the carrier is exempt from issuing its own guide, and creates new cases of electronic guide by event, for example when the terminal issues a new appointment. It also changes the obligation the regulation gave the customs agency to issue the sender's guide, because electronic issuing no longer requires their physical presence.

Who is affected if you export from Spain
The exporter does not issue the guide: the sender in Peru does, and who that is depends on each operation. Even so, the transfer from port to warehouse is the first step after unloading, and if the guide is not properly issued the cargo may stay at the terminal.
The effect on you is operational. If the appointment, container and seal data do not match your shipping documents, the transfer becomes complicated. Under terms where your buyer collects the goods at destination, the handling is theirs; under terms that oblige you to deliver in Peru, such as DAP, the time and cost of that leg do affect you.
The tariff and the origin do not change. This is a rule on transfer documents, not on customs duties.

Before your next shipment to Peru
- 01
Ask who issues the guide
Confirm with your importer and their customs agent who issues the sender's dispatch guide in each operation.
- 02
Share the shipment data
Send containers, seals, packages, pallets and weight in advance, and check that they match the bill of lading and the invoice.
- 03
Confirm the terminal appointment
Ask whether the terminal has already generated the appointment or delivery order and request its number: it is the data that links the guide to the pick-up.
- 04
Review your sales terms
Check which leg of the transport in Peru is yours and which is your buyer's under the agreed Incoterm.
- 05
Keep the documents
Keep the guide, the appointment and the other transfer documents with the shipment file.
