The H7 declaration is the low-value customs declaration, for consignments of up to 150 euros entering the EU. From 1 November 2026 the Spanish Tax Agency validates the product identifiers included in it, and warns that most of the declarations received so far do not comply and could be rejected en masse. If your online sale to an EU consumer uses H7, review your documents this week.

What has changed and since when

Since 27 October 2026 it has been possible to include product identifiers in the H7 declaration, both in the header and in each item. This lets you prepare before they become mandatory.

The validations that require their presence were not activated on 27 October. They come into force on 1 November 2026.

The AEAT reminded users of this on 28 October in its e-commerce news: it has found that most of the declarations received so far with product identifiers do not meet the validations, which could lead to mass rejections.

Which documents must be declared

If the additional procedure codes F48, F49 or F53 are used without also declaring F15, supporting documents must be provided for each item.

Specifically, at least one C127 document and one C128 document per item, and at least one C129 document or one Y081 per item. C127, C128 and C129 are declared as supporting documents (SupportingDocument); Y081 is declared as an additional reference (AdditionalReference).

If any of these documents is declared in the header, it cannot be repeated in any item. If there is none in the header, each item needs its C127, its C128 and its C129 or Y081.

The AEAT also announces a change in the H1 declaration: the additional code F15 will move to the end of the list, before the national codes beginning with 9, and it will update this in addendum 2 of the import guide.

In these notes the AEAT does not detail the content of documents C127, C128, C129 and Y081 or all the groups affected. Before declaring, consult the AEAT import guide with your customs agent or freight forwarder.

What to do before 1 November if you sell to private individuals in the EU

  1. 01

    Ask who files your H7

Talk to your freight forwarder, postal operator or customs representative and confirm whether they use product identifiers and the codes F48, F49, F53 or F15.

  2. 02

    Request the documents per item

Make sure each item carries its C127, its C128 and its C129 or Y081, unless they are declared in the header.

  3. 03

    Avoid duplicates

If a document goes in the header, do not repeat it in any item.

  4. 04

    Make a test declaration

Identifiers have been accepted since 27 October. Testing before 1 November lets you detect errors without the shipment being rejected.

  5. 05

    Review the import guide

The AEAT will update addendum 2 with the new position of code F15 in the H1.

When are product identifiers mandatory?

The validations that require their presence come into force on 1 November 2026. Since 27 October they can already be included in the declaration.

What happens if the declaration does not comply?

The AEAT warns that most of the declarations received with identifiers do not meet the validations, which could lead to mass rejections.

Which documents must be added with F48, F49 or F53?

If F15 is not also declared, at least one C127 and one C128 per item, and at least one C129 or one Y081 per item, following the header and item rules explained by the AEAT.
