Chapter 91 groups finished watches and clocks with their movements, cases and parts, and the heading that applies to a product depends on the case material and the movement type, not just on the finished item. Headings 9101 and 9102 separate watches with cases of precious metal from all other watches, while 9103 to 9107 cover clocks and time-measuring apparatus. The remaining headings, 9108 to 9114, cover movements, cases, straps and loose parts, which matters if the product exported is a component rather than a complete watch.

Getting the heading right is the starting point for any tariff or trade agreement question, since duties and preferential treatment are set at the subheading level and not uniformly across the chapter.
