In November 2026 the EU introduces a handling fee for distance sales. What changes, how it affects VAT and what to check beforehand.

In November 2026 two changes take effect for e-commerce in the EU: a handling fee for releasing distance sales for free circulation, and the obligation to supply product identifiers. The Spanish Tax Agency has confirmed that the fee follows the same VAT rules as the temporary 3-euro duty. It affects anyone shipping to consumers from outside the EU.

What changes in November

The Spanish Tax Agency reports that in November 2026 two changes take effect for e-commerce shipments: the obligation to pay a handling fee and the obligation to supply product identifiers.

The handling fee is charged for the request to release goods sold in a distance sale for free circulation. It is regulated by Article 20 of the new Union Customs Code.

It refers to shipments imported from third countries or territories and addressed to a private individual in the EU. The Tax Agency pages consulted do not state the amount of the fee or the exact day in November: both are confirmed in the European Commission guide on the temporary 3-euro duty and the handling fee.

VAT: the change of position in October

On 1 October, in a webinar for operators, the Tax Agency explained that the handling fee would not form part of the VAT taxable base. That statement relied on the guides of the VAT unit of the European Commission's Directorate-General for Taxation and Customs Union.

That directorate-general then changed its position. It published new versions of the e-commerce guide and of the guide on the temporary 3-euro duty and the handling fee. The handling fee now follows the same regime as the 3-euro duty for inclusion in the VAT taxable base.

For an exporter the consequence is practical: the final price paid by the consumer may include VAT calculated on these amounts as well. It is worth checking with the carrier or customs representative before publishing all-inclusive prices.

Who is affected and who is not

The fee refers to the release for free circulation of imported goods. For a company exporting from Spain to consumers in another EU country, the shipment moves within the Union and is not an import from a third country.

It does affect anyone selling to EU consumers by shipping from a third country. That is the case of a company in Mexico, Peru, Colombia or Chile sending parcels to end customers in Spain or Portugal, and also of a Spanish company whose stock sits in a warehouse outside the EU.

On 16 October the Tax Agency published a new version of the low-value declaration guide (H7). It states that the Union fee (F00) becomes part of the VAT taxable base (B00). Those changes have been tested in the system since 1 October.

What to check before November

  1. 01

    Identify the affected shipments

Separate the orders that leave from a third country to an EU consumer from those that leave from a European warehouse.

  2. 02

    Ask for amounts and dates

Ask your carrier or customs representative how much they will charge for the handling fee and from which day.

  3. 03

    Gather the product identifiers

Prepare for each item the identifiers required by the new declaration, because the obligation to supply them starts in November.

  4. 04

    Recalculate the final price

Include the fee and the temporary 3-euro duty in the VAT base and decide which part you absorb and which is passed on to the customer.

How Exporta helps you

With Exporta you can prepare for this change without getting lost in the rules. The market reports by country and product show tariffs and demand at destination, and the export documents organise the information each shipment requires: proforma invoice, packing list and document reading.

Xport, the Exporta assistant, helps you turn that information into concrete tasks for your sales team.

When does the handling fee start in the EU?

The Spanish Tax Agency places it in November 2026. The exact day does not appear on the pages consulted, so it is confirmed in the European Commission guide on the temporary 3-euro duty and the handling fee.

Is the handling fee included in the VAT base?

Yes. According to the Tax Agency, since the European guides were revised in October 2026 the handling fee follows the same regime as the 3-euro duty for inclusion in the VAT taxable base.

Does it apply to a shipment from Spain to a customer in France?

No. The fee is charged for releasing for free circulation goods imported from third countries or territories, and a shipment between two Member States does not go through that release.

What are product identifiers?

They are data that identify each item in the declaration of shipments to consumers. The Tax Agency announces that the obligation to supply them takes effect in November 2026.
