A pallet of something light and bulky travels at the price of the space it occupies, not of what it weighs. The carrier compares actual weight with volumetric weight and charges the greater of the two, and the difference between budgeting one or the other is what turns an estimated freight into an unpleasant invoice. This calculator applies each mode’s divisor and tells you which one wins.

The divisors are the ones in general use: 6,000 cm³/kg for air cargo, 5,000 for express parcels and 3,000 for road groupage; sea LCL is charged per cubic metre or tonne, whichever is greater. Your carrier may apply a different divisor or a minimum per shipment: check their tariff before you quote.
