The EU and Mexico signed the updated trade agreement on 22 May 2026. The EU has completed its ratification and Mexican Congress approval is pending. Mexico then notifies, and two months pass before it applies. For an SME exporting from the EU, it is worth preparing the offer and paperwork now.

What has been signed

On 22 May 2026, European Commission President Ursula von der Leyen and European Council President António Costa signed an updated trade agreement in Mexico with President Claudia Sheinbaum. It updates the pact of some twenty years ago, which had already eliminated tariffs on bilateral trade.

The novelty centres on agri-food, public procurement and geographical indications: 568 European and 26 Mexican geographical indications are protected. Sensitive agricultural imports remain limited by tariff quotas.

Goods trade between the EU and Mexico was 86.8 billion euros in 2025, according to the European Commission as cited by Euronews.

Where it stands and what is missing

According to information published in mid-July 2026, the EU has finished its part: all 27 member states gave final approval in the Council. Mexico's Congreso de la Unión still has to approve the agreement.

Once Mexico approves, it formally notifies the EU and a two-month period starts before application. The Mexican government expected to complete the procedure after the summer of 2026. Before committing dates to a customer, check the status with Mexico's Secretaría de Economía and the European Commission.

The agreement would eliminate tariffs on 99% of the products that still paid them. Examples include zero-tariff quotas of 13,000 tonnes of pork and 20,000 tonnes of cheese, which today face duties of up to 45%.

What to do in the meantime

  1. 01

Check whether your product was among those still paying tariffs

Look up the tariff heading and current rate in Access2Markets for the Mexican market.

  2. 02

Prepare the offer in two versions

One with today's terms and one with those that will apply when the agreement enters into force.

  3. 03

    Review the rules of origin

A preferential tariff is claimed with proof of origin: sort out now who issues it and how it is kept.

  4. 04

    Start talking to distributors

Contacts and samples take months. Whoever arrives with the agreement already applied starts ahead.
