From 4 August to 4 November 2026, SUNAT will not fine exporters or warehouses that fail to submit cargo to non-intrusive inspection at the Chancay Customs Office, as long as they were not told of the selection in time. It is a stabilisation period for the scanner system. For anyone exporting from Peru through Chancay, the margin ends in just over two weeks.

What SUNAT has decided
Resolution of the Deputy National Superintendent of Customs No. 000014-2026-SUNAT/300000, signed in Callao on 31 July 2026, applies SUNAT's discretionary power not to penalise certain infringements of the General Customs Law related to non-intrusive inspection at the Chancay Customs Office.
Non-intrusive inspection is carried out with scanners. Superintendent Resolution No. 000101-2026/SUNAT brought Chancay into that procedure for the outbound cargo process, in force since 4 August 2026.
SUNAT explains that the IT system that manages the scanners needs adjustments and a three-month stabilisation period to detect and fix inconsistencies. That is why it will not penalise during that period, from 4 August to 4 November 2026.

Which infringements it covers and who is affected
The resolution covers two infringements in the Penalty Table: code N38, which applies to the customs warehouse, and code P29, which applies to the exporter. In both cases the offence is failing to submit goods to non-intrusive inspection on entry, transfer or exit from the national territory.
To avoid a penalty, the infringement must meet two conditions at the same time. The first: that the selection for non-intrusive inspection was not communicated immediately after receiving the transmission of the Registration of the vehicle's entry with cargo to the port, the RIP.
The second: that it was committed within the jurisdiction of the Chancay Customs Office between 4 August and 4 November 2026. The measure affects goods leaving the country through Chancay and changes nothing at other ports.

What it does not cover
The resolution does not refund or offset payments already made for these infringements. Its article 2 states that refunds and offsets do not apply.
Nor does it protect anyone who was told of the selection and did not present the cargo: the first condition requires that the selection was not communicated immediately after the RIP.
The resolution sets 4 November 2026 as the end of the period and includes no extension. After that date, assume these infringements can be penalised as usual and check SUNAT's announcements in case anything changes.

What to do before 4 November
- 01
Talk to the customs agent and the warehouse
Confirm how the selection notice is received after the RIP and who passes it on to the carrier.
- 02
Keep a record of any failure
If the selection was not communicated in time or the scanner failed, it is wise to keep the date, time and messages, because the exemption depends on that condition.
- 03
Plan the arrival of the cargo
Schedule trucks to reach the port with a margin for the exit inspection.
- 04
Prepare for the end of the period
From 4 November the inspection must be complied with without this exemption. It is worth reading the text of the resolution on the SUNAT website.
